To create an internationalized message, you externalize all message strings in a message catalog so that the strings can be easily converted to multiple locales without changing or recompiling the code. For a specific message catalog there is exactly one default version, known as the top-level catalog. Then there are corresponding locale-specific catalogs, one for each additional supported locale.
